I'm confused. I went to:
http://en.wikipedia.org/wiki/Tuva

Is it "Tyva" or "Tuva"? (Don't sing "let's call the whole thing off.")

Tuva,

A lot of Tuva (and other nation) throat singers came to Washington, DC
for a particular Smithsonian folklife festival called the Silk Road
Festival. There is a CD that can be acquired form the Smithsonian
Institution giving some flavor of the festival but many of the
performers were not on the CD and no longer exist as parts of groups
today. I spoke with as many of the performers as I could because I love
music with undertones, whether it is an ison, music built on certain
kinds of foundations or music in which more than one sound is being
produced at a time. They called it Tuva, accent on the firs syllable, u
as in oo.But that doesn't mean it actually IS spelled that way as they
could have been politely bowing to a perceived convention.

Tuva or Bust is the classic book that introduced English speakers to
the music. Book came with a record. Spelled TUBA in cirilica.
Basically what we are probablye dealing with is different
transliteration sytems based on orthographic differences in languages
other than Turkic ones. the u in Tuva could be a yat since it is a
Turkish language (yes, that same yat in the Bulgarian language and in
modern Turkish) , so it isn't a case of someone trying to transliterate
a sound that was never in the Russian language, but one removed from its
alphabet when its alphabet was modernized and Church Slavonic words (and
all nasal and Turkik sounds) were removed. So where to go for a
diffinitive answer? Let's see if there is a Travel language Tuva since
Tuva is now a hot place to vacation: WEll, maybe there is, but I
actually found a more interesting first link

paydirt: Yes, Virginia, it is an orthographic problem:
http://www.transparent.com/languagepages/tuvan/overview.htm

So, the answer is that it is a yat, but we can't prove that yet to
someone who doesn't know a Turkic language. Perhaps this will help, if
you note what the Tuvans call the center of Asia:
