Do you mean the criterion (ctriteria is plural BTW - useage: "that
criterion", "those criteria") of
"...significant contribution to the environmental improvement of
Worcester"?
The word "environment" can mean "surroundings", as in, what people
experience every day as they move through any space; it can also mean the
more recently-general useage, i.e. air quality, water quality, and so on.
I suspect that "reaction" would mean a negative reaction to the latter
useage of the word "environment", however, IMO, an inspiring building would
score high in *both* uses of the word: it's appearance *and* functionality
would enhance the experiences of those people who would see and use the
building, and it would utilize construction methods which minimize its
negative impact upon air/water quality, resource consumption, and so on.
Such structures do exist.
