I want to build a concrete block fence 6 to 8 feet high in FL. Does
anyone have any idea how thick, and how deep the footer needs to be. I
know there are many considerations (rebar, grouting the cells etc.) but
I'm just trying to get a general idea about the depth before I invest too
much time into this. I friend suggested that he heard that, because of
the wind loads here, that I would need to go down something like 4 ft.
This sounds nuts to me. I'm in Orlando. Any help would be greatly
appreciated.

You'll need an 8" x 16" footer with 2 #5 rods continuous and #5 dowel
rods 24" on center.
The footer will be no less than 24" below existing grade on
undisturbed soil.
You'll also need a 16"x16" concrete block pilaster every 8' center to
center.
All block cores will be filled with #3000 concrete.
A #5 vertical rod will be installed every 24" on center.
All pilasters will have 4 #5 rods and be filled with #3000 concrete.
All block courses will need a layer of Durawall lateral reinforcing.
The wall will need a tiebeam along the top which will be 8" x 16" with
4 #5 rods continuous.
Finally, you'll need an 8" x 16" hydrostatic vent, 8" above finished
grade, for every 100 square feet of wall.
This is a very expensive fence and probably prohibited in most
residential areas.
Check with the zoning and building depts before you spend any money or
effort.

Which is why Phoenix is littered with them? What am I missing?

You missed the part where he mentioned Florida.
Its a whole nuther country.
Wind codes, tidal surges, whiney neighbors, over abundance of gov't
drones and jack booted thugs, etc., etc.

thanks for your posts guys.
I'm always a little shocked by the seemingly overkill requirements to
build anything in FL. Even something as simple as a fence. Are these
requirements for south FL. Seems like a bit much for Orlando. thanks
again
