Concrete is more sound resistant than wood, but even in concrete
construction of apartments the dividing walls are usually not made of
concrete. And certainly, wood-frame construction can be made to be
sound proof.
If all you're concerned about is sound, just find some other way to
determine how quiet a structure is. It's impossible to tell form the
outside just by looking.
