What is the standard spacing between a kitchen counter top and the bottom or
cabinets hung over the counter?

Thanks

From the floor to the bottom of the wall cabinet is typically 54"

to me it depends on the workspace requirements. At 54" AFF, that
leaves roughly 18" from top of counter to bottom of cabinet. In a
preparation area, you may want 24". Also, if you planning on any
undercabinet devices, you may need more room. Yes, 54" is pretty
standard AFF dimension.
