which has uploaded latest lecture notes in different courses of civil
engineering from Harward and MIT-USA

MIT has a ton of online courses - their OpenCourseWare.
http://ocw.mit.edu/OcwWeb/Civil-and-Environmental-Engineering/index.htm

And there's a lot more there than civil engineering.
