If permitted by your local codes, consider using an Air Admittance Valve
instead of running a vent through the roof. Probably less expensive and a
whole lot less work.
As far as running plumbing and a Type B vent in the same chase, I would
believe that you could do it (now I'm only guessing here, your local AHJ
would have the final say of course), but it's not specifically addressed in
the IRC. It is allowed to run plastic piping along side a Type B vent, in
the same space, but that refers to a plastic vent for venting a mechanical
appliance. Section 2427.5.9 of the 2003 code.
