This is from the heater and not from the hot water tank?
I suspect it is the drainage pipe for the condensate pan which
assumes you have air conditioning. If this is true, then I expect
that there is water in the pipe when the air conditioner runs.
You can break the floor open and move the drain closer to the
HVAC unit (heating, ventilating, and air conditioning) or you can
find another drain method for the condensate, but I would not
eliminate it.
