vapor barrier???

I have an abundance of tar paper. Can I or should I use it as a vapor
barrier?

Felt/tar paper is not a vapor barrier. Moisture barrier, yes. They are not
the same.

But, even that may be inappropriate depending on who is interpreting what
the actual purpose is, and the environment of the building involved.
