BASEMENT IS COLD Running Late 04-07-2008

I would like to know how I can improve on heating my basement.

My basement is heated when my France when it kick on when the Up Steers
temperature drops to kick it on.

I would like to know why it get warm and than when the France reach the
temperature Up Steers it will get cold down in the basement. It could be
70 up steers and 60 in the basement.

YES I NEED HELP WITH THIS.
