You couldn't figure out why a compressor may not be running when the outdoor
fan is? Hmmm... maybe the internal overload had somthing to do with it?

Tony, your local community college offers training in electrical HVAC..
check it out.

A make/model/serial number would be helpful

A whole lot of other questions remain unanswered too... like does it have a
seperate mechanical fan relay?? or a circuit board?? or both??
Does your "tech" even have a clue??
Its pretty obvious that you don't
