Cold ambient equipment often uses a switch, so that the
compressor runs without a condensor fan. Until the discharge
pressure comes up. It would be a one of a kind mickeymouse,
but perhaps some cardboard over the condensor. Like school
bus do in the winter, with the cover over the radiator
grille.

normal at 35* or
40* F but I don't know if it's
harmful to the long term good of the machine. The cycling is
about 7 seconds
on and 3 seconds off.
