An HVAC contactor (who was a friend of a friend) installed my
Mitsubishi minisplit Heat pump for a very reasonable price, but told me
that he did not have his equipment to do "purge and leak test". He is
not from the area so I can't get him back over anytime soon....so he
advised me to call a local HVAC person to come out and do the "purge
and leak test".
I admit that I wanted to see if the thing worked, so I installed the 15
amp breaker in the Circuit Breaker board and turned in on. I got the
standard blinky error light that indicated the outside and indoor units
were not communicating. I know for a fact the wiring is correct. I
even have stranded wire for the communication wire...anyway....
I will be calling a certified HVAC contractor in to do this purge and
leak test next week, but now I'm wondering if the guy even hooked the
thing up right.
I guess my question is, is the Purge process with a vaccuum pump
necessary for the thing to work to begin with and could that be
responsible for communication error light? I only turned it on because
I thought the purge process was only to make sure there were no
impurities, etc. in the pipe.

I wasn't going to be quite as harsh. But the general sentiment is the
same.
"it wasn't installed completely, but I powered it up and wonder why it
doesn't work".

Sir you give HVAC people a bad name. I hope there are more mature and
reputable HVAC professionals on the board that will answer the question
in an appropriate way. Otherwise, you are doing your profession a
disservice with your idiot response.
