We have an apartment with a rheem air conditioner, split type with the
condenser unit outside and indoor coil in furnace. We recently had the
outdoor unit cleaned. The unit runs for about 10 to 15 minutes and then
stays off for about 5 to 10 minutes. Inside is stuffy and the air coming out
of the registers is 72 degrees. The gauge readings are 60/300, most of our
other units run 70/225. Could the TEV valve be defective?

        Could be. Along with lots of other things. Pressures alone
won't answer the question.

What else should I check? Does it sound like a restriction on the high side?

        Can not be answered without FULL readings.

The ambient temp outside the condenser unit is 100 degrees F. I took the
suction line temp through insulation about 5 inches from where it goes into
the condenser - 86 degrees F. On my gauge the low side showed 32 degrees F
R-22 scale, is that the boiling point? The wet bulb at the indoor return
grille was 86 degrees F.
