        Seeing as you STILL can't even take a complete set of basic
measurements, and what this says about your knowledge, what you need
to do is call an AC company. This is over your head.

Its got a bad muffler valve in the compressor, the oil needs to be
changed and the refrigerant needs to be rotated to the top of the
condenser. Then install a new thermostat and it all should be good to
go.

I suspect the last guy who charged the system held the freon bottle upside
down. That causes a lifetime of problems.

After washing the coil, probably charged it with a wet condensor
coil.....need more freezone

86 F wet bulb??????????
