If a system has received refrigerant + oil charges over time and will
no longer take a full refrigerant charge because of the accumulation
of oil in the system, how to you remove the oil? Will a vacuum pump
remove any of this as it takes the gas out of the lines?

vacuum pump will not remove excess oil

Just curious... how many quarts of oil did you put in the system?? Oil
should be a 1 time thing. If the system is *that* full of oil, then its
probably going to have to be opened up, and either have the oil pumped out
or dumped out, then purge the entire system with N2 to get any remaining oil
out, and start from scratch. This will best be done by a professional...and
its probably not gonna be cheap.
BTW, it would ne be a good idea to energize the compressor with that much
oil in the system as oil *DOESN'T* compress and you will have castastrophic
damage to the compressor...and *that* will run into some serious money.

        Turn it upside down and drain it.

Turning the vehicle upside down.
That's going to be a project!
