hvac apprentice sent to pm package unit.
heat is from air to air heat exchange and the air in facility is very
dusty (printing presses). what is the best way to test high temp limit
in this case?

The best way would be send a real tech out. One that has sense to put
a temperature probe near the limit, disable the fan, and light the
fire. Watch and see if and at what temperature it trips at. The
apprentice should be trained on preforming PMs before thrown to the
wolves to avoid damaging the equipment or worse, himself.

Replace it silly. If you dont know how to test it, then its gotta be
bad. Replace the thermostat while you're at it.
Install a few of those reverseflo@ductboosters too, just for good
measure.
