exhaust pipe of the oil water heater leak

I have an oil-fired water heater. It has metal exhaust pipe going into
the chimney.
Last night I found that it has a hole (looks like it burned through)
and some exhaust fumes and soot are coming out into the basement.
The joint seems to be made with some kind of cement.
Is there a way to repair this hole using supplies from Home Depot?
(it is right next to the wall and about 1/8 " to 1/4" in diameter)

Excellent point!
Especially with oil appliances.
CO detector mounted low (CO is heavy and displaces from the bottom, up)
Smoke detector high (smoke is lighter than air and settles high then =
works it's way down)

You want to double check that. I think monoxide is lighter than air.

Replace the flue pipe into the chimney with 24 gauge single wall flue =
pipe and elbow(s).
Oil is hot, moisture in the flue gases and around the pipe cause it to =
"pit" - this is normal wear; nothing lasts forever.

Also, clean your chimney out, get all the soot out of it best you can.
If you have an oil furnace/boiler, clean its' flue pipe out too.

When's the last time you had your water tank oil burner maintenance =
performed?
You know... burner nozzle replaced, burner combustion air checked, =
electrode positioning and gap checked, transformer checked, oil tank =
filter replaced, etc. All these are annual maintenance procedures.

If you don't do this yourself, then call a qualified oil burner service =
technician; whether it be an HVAC company or your oil supplier. Hey man, =
winter is coming - it's time to get this stuff checked out so you don't =
have to call at 2am for an outage complaint.
