Sounds to me like your sister got exactly what she paid for. No more,
no less.
If the heat exchanger is indeed ruined there may only be an $80
difference as the heat exchanger would not be covered under warranty
do the the mis-use and abuse it received from your brother. Thats not
covered in a warranty.
Maybe your sister could get her cousin to install the next one?

        Unlicensed installer = no warranty. Installer error = no
warranty. Failure to follow installation specs = no warranty.

        The only thing left for you is to decide if you want a ride on
her too, before she buys her new furnace.

Wow, that really is a cluster fuck. First of all, yes the heat
exchanger can be cleaned, problem is if it is a 90% efficient furnace
it is a condensing furnace, which means there are actually 2 heat
exchangers, the primary and the secondary. The real sticky part is
that where the primary joins to the secondary, the heat exchanger
really, really narrows and will be only cleanable by dismantelling the
whole thing, dont get your brother to do that. The other problem is
that if it has been misfired for any length of time there is a small
chance the heat echanger is warped and wrecked and may not be visible
to the naked eye. Best bet is replace the whole furnace as
purchasing a heat exchanger for any make or model hi-efficient furnace
not under warranty will be almost as expensive as a new furnace. Also
even if he converted it for you, I very highly doubt he set the firing
rate for the furnace correctly so that problem wasnt even solved.
Well good luck with that, we in the hvac industry appreciate cheap
peoples attempt to save money, lol
