I own a rundown fixer-upper that has concrete steps in front (3 steps,
about 6 feet wide). Steps are shot, totally crumbling, etc. Removing
these and replacing with equivalent concrete steps is $1500-2000. Is
it possible to build (cheaper) wooden steps over top of the concrete
steps ?

Sure, how well it will work is another question.

You do have the problem of the stair height to contend with when you add a
layer on top. Done wrong you can be out of code compliance.

Why not re face with topping cement. The new mixes are more plastic than
concrete and will last forever.
Easy to do and not costly at all.
