When the baking element in the oven burns through at a point, will that
keep
the range top elements from turning on at all? Will replacing the
baking element
make the top and oven elements to now work? Is there a
reset botton/switch that
has to be set. Thanks

So far it -sounds- like something else let go at the same time as the
element did.
