Is there such a tool / hand planer for knocking off edges. Doing some
work at the cottage that requires some bull nosing on wood edging.
Router won't work as no electricity or generator.

You're just trying to round over the edges of 3/4" boards with
an approx. 3/8" radius curve? A moulding plane would do it,
but them are hard to find. It might be easier to just make
one. Or use a spokeshave, if there's not that much of it.

Moulding plane would be my first choice. You might look at these:

You didn't specify what size roundover you were looking for (knocking off
edges and bullnose are extremes of each other).
