How does one value the cost/benefit of Insulation in your home? Also what
how do you consider the sq foot cost?

You have to calculate the savings in energy cost. If X amount of insulation
cost $1000 to install, but saves me $450 a year on heating and cooling costs
. . . . . . . . . .

There are very few places in the world where a home would not benefit from
good insulation. There is also the comfort factor in many cases also.

You are on the right track. Reducing the heat-gain heat-loss is the best
investment you can make.
Then have a manual J done and do NOT oversize either airconditioning oe
heating.
A slightly undersized A/C is far better than an oversized system!

The DOE has sites that help calculate that. One thing to keep in mind that
the biggest bang for the buck will be in sealing the home envelope.
