The mounting plate is larger than the existing box and the holes to
secure the light are about a bit less than an inch outside the box
over the concrete wall. Would it be advisable to sink anchors in the
concrete to mount the light on? The light itself is secured to the
plate by 2 other screws from the back of the plate out through the
front of the light housing.

I usually drill holes in the mounting plate that will line up with the box
in situations like this. I don't like to drill holes into the house unless
it is the only way.

Installing anchors is O.K.. But, check the electrical parts area at a
hardware, HD, etc. for an adapter plate that screws onto the existing box.
The plate will have numerous holes and slots in it, so you'll find something
to match the lighting fixture mounts. If the fixture isn't tight against
the wall, you can always add a wall anchor or two to fasten the adapter
plate tighter to the surface.

Sounds like a missing adapter, plate or bar, that mounts across the
standard threaded holes in the (octagon?) ceiling box. And then
adapter has holes or threaded points in it onto which to mount the
fixture. screws.
If it isn't a standard North American (or is one of the older
sometimes slightly smaller octagon boxes) an adapter could be altered
or fabricated out of a bit of metal.
Drilling holes in concrete seems to be rather an extreme measure
unless absolutely necessary; for example if the electrical mounting
box is insecure/loose.
BTW I offered to replace my daughters corner roof light with a motion
sensor fixture.
When got at it there was no mounting box at all for the existing
light! So had to finagle an octagon box into the soffit and mount it
securely to mount the replacement fixture!.
GD cheap original contractor!
