Sandblasting with a low-abrasive media- something harder than paint but
softer than concrete. Do they still sell ground walnut shells for blasting?
Or has that been replaced by plastic beads? Other than that, one of the
chemical solutions, starting with the benign citrus-based stuff used to
remove graffiti, on into the nasty and expensive chemicals.
Since concrete is porous, nothing is likely to be 100% effective. Plan on
repainting with concrete-colored paint.
