Used to be it was almost always glued down, and some types still must
be. But many types can now be installed without glueing the whole
sheet down. Generally the edges need to be secured, etiher with
baseboard molding, or by glueing just the perimeter.
But keep in mind, with vinyl, any crack, dip, bump or even rough
texture on the concrete will eventually telegraph through the vinyl.
The substrate has to be perfectly smooth.
And if you don't glue it down, you have to be very careful not to roll
or drag anything heavy over the floor, it will bunch up and and can
tear quite easily.
Best to check the manufacturer's website for the brand you plan to
use. Armstrong's website has a lot of good info, especially if you go
to the pro part of the site; they have extremely detailed info there.
