Brick to brick. I might be able to screw some wood strips into the
brick to provide a mount for the windows.

Well... of course you can do that. There are several techniques and
fasteners designed for masonry. It would be hard to make it look
good, don't know if you are concerned with appearance.

That's always a factor. I'm thinking that the flange on the storm
window will hide any wood strip, though.
