What is correct way to replace Cement steps on top of Stone?

Have old, Philadelphia row home with 14 steps and landing running up
to door. Underneath steps, lies layers of stone for base of stairs.
Steps were already demo'ed leaving stone exposed. For new steps,
should I add two or three rebars to each step and screen? What is
best way to make new steps last?
