Since you are renting, the first place I would look is the rental
office. Report the problem and see how responsive they are to you now that
they have your name on the lease.
Not only can it cause slower drying, increased heat and humidity in your
home, but it is also a fire hazard. That last one is your answer if they
don't want to fix it. The local fire department may want to help you out on
this one.
