That iis true. The electrician usually places the outlets to comply
with the spacing requirements and what the customer requests on the
pre drywall walk. That may require additional outlets. They do have to
identify the GFCIs to get through plan review. If nothing extra is
specified they just get placed to comply with 210.52. A good CAD
design program will place the receptacles.
