I am installing a stainless steel (SS) cable shelving system in a
retail space.

I have multiple circular SS plates which i need to inset flush and
fasten to an existing concrete floor. What is the best way to affix
these plates in a secure way?
The research i've done thus far suggested that when using masonary
screws, a minimum distance of 5 times the diameter of the screw should
be maintained between screws to conserve the integrity of the concrete
floor, however the plate is only 2" in diameter.

There are powder actuated fastening tools which are designed for this
purpose. It uses the equivalent of a .22 cartridge to shoot masonry
nails.

How much load will these be bearing? And will the load be
perpendicular to the floor?

Drill a 2" hole, fill it with epoxy, and set the screws in that?
