Have a 2 car garage . Half of the gargae already has the sheetrock
installed while other half is bare
For insualtion purpose. Do I just use the R-13 Roll , staple it and
put the drywall or do I need to do anything else ?

Usually garage would be 2x4 walls, so R15 or R13 rolls or batts.
Generally you would also have a vapour barrier on the warm side of the
insulation (which around here is the interior), then the sheetrock.

You might consider mineral wool rather than fiberglass. Costs a bit
more but can withstand higher temperatures, doesn't absorb water,
doesn't irritate the skin, and cuts with a bread knife when installing.

It may depend on geographical area, so talk to your local building
standards branch.

Around here (Canadian prairies) its very cold in winter. The insulation
doesn't have kraft paper backing, and the vapour barrier is 6 mil
polyethylene. The vapour barrier is sealed against the framing members
with acoustic sealant, and all electrical boxes are encased in plastic
vapour barrier boxes and sealed against the vapour barrier.
